NHS: The Family They Never Had

In the sterile corridors of Birmingham Women’s and Children’s NHS Foundation Trust, a young man named James Stokes navigates his daily responsibilities with subtle confidence. His polished footwear barely make a sound as he exchanges pleasantries with colleagues—some by name, others with the universal currency of a “how are you.”

James displays his credentials not merely as institutional identification but as a testament of belonging. It rests against a pressed shirt that betrays nothing of the tumultuous journey that preceded his arrival.

What distinguishes James from many of his colleagues is not visible on the surface. His demeanor discloses nothing of the fact that he was among the first recruits of the NHS Universal Family Programme—an undertaking designed specifically for young people who have spent time in care.

“The Programme embraced me when I needed it most,” James reflects, his voice controlled but tinged with emotion. His observation summarizes the heart of a programme that strives to revolutionize how the vast healthcare system approaches care leavers—those often overlooked young people aged 16-25 who have emerged from the care system.

The numbers reveal a challenging reality. Care leavers often face greater psychological challenges, financial instability, shelter insecurities, and diminished educational achievements compared to their age-mates. Behind these cold statistics are personal narratives of young people who have navigated a system that, despite good efforts, regularly misses the mark in delivering the stable base that molds most young lives.

The NHS Universal Family Programme, initiated in January 2023 following NHS England’s commitment to the Care Leaver Covenant, signifies a profound shift in institutional thinking. Fundamentally, it recognizes that the entire state and civil society should function as a “communal support system” for those who haven’t known the security of a typical domestic environment.

Ten pathfinder integrated care boards across England have blazed the trail, establishing systems that rethink how the NHS—one of Europe’s largest employers—can extend opportunities to care leavers.

The Programme is thorough in its methodology, initiating with thorough assessments of existing practices, creating governance structures, and obtaining senior buy-in. It understands that successful integration requires more than good intentions—it demands concrete steps.

In NHS Birmingham and Solihull ICB, where James started his career, they’ve developed a reliable information exchange with representatives who can provide assistance and counsel on mental health, HR matters, recruitment, and equality, diversity, and inclusion.

The conventional NHS recruitment process—rigid and potentially intimidating—has been carefully modified. Job advertisements now emphasize character attributes rather than long lists of credentials. Application processes have been reconsidered to accommodate the specific obstacles care leavers might encounter—from not having work-related contacts to having limited internet access.

Maybe most importantly, the Programme recognizes that beginning employment can pose particular problems for care leavers who may be handling self-sufficiency without the backup of parental assistance. Issues like commuting fees, identification documents, and bank accounts—considered standard by many—can become major obstacles.

The beauty of the Programme lies in its thorough planning—from explaining payslip deductions to offering travel loans until that crucial first payday. Even seemingly minor aspects like break times and office etiquette are carefully explained.

For James, whose professional path has “transformed” his life, the Programme delivered more than employment. It gave him a perception of inclusion—that intangible quality that develops when someone feels valued not despite their background but because their particular journey enriches the institution.

“Working for the NHS isn’t just about doctors and nurses,” James notes, his gaze showing the subtle satisfaction of someone who has discovered belonging. “It’s about a community of different jobs and roles, a team of people who really connect.”

The NHS Universal Family Programme represents more than an job scheme. It functions as a bold declaration that organizations can evolve to welcome those who have experienced life differently. In doing so, they not only change personal trajectories but improve their services through the unique perspectives that care leavers contribute.

As James walks the corridors, his presence quietly demonstrates that with the right assistance, care leavers can thrive in environments once deemed unattainable. The embrace that the NHS has extended through this Programme symbolizes not charity but appreciation of untapped potential and the profound truth that everyone deserves a family that believes in them.

We are all about loving what we do. Our commitment to, and passion for, helping our candidates with the perfect career opportunities is what makes us successful and keeps us on the cutting edge of the staffing industry.
